ICAO Outlines Global Standards for Aircraft Accident and Incident Investigation
The International Civil Aviation Organization (ICAO) details the international standards for aircraft accident and incident investigation under Annex 13. The primary objective of these investigations is the prevention of future accidents, not to apportion blame or liability. Member States are required to investigate accidents and serious incidents and report their findings to ICAO. This information is managed through the Accident/Incident Data Reporting (ADREP) system. This framework facilitates the global exchange of safety data to improve aviation safety for all.
