The malfunction occurred within the US Customs and Border Protection (CBP) baggage screening system in Terminal A. This prevented airlines from offloading luggage, forcing passengers to remain on their aircraft after landing. The significant delays and ensuing frustration led to two individuals being arrested for disorderly conduct by law enforcement. The system was eventually restored, allowing operations to slowly return to normal.
