However, Ukrainian intelligence assesses this move as a symptom of a systemic crisis within Russia's civil aviation sector. The GUR claims this crisis is a direct result of international sanctions, which have crippled aircraft maintenance, spare parts supply, and insurance capabilities. This consolidation effort is viewed as an attempt by the Kremlin to manage an industry where over two-thirds of commercial aircraft reportedly suffered technical failures in 2023.
