NTSB Preliminary Report: Student Pilot in Fatal NY Crash Flew into Instrument Conditions

The National Transportation Safety Board has released its preliminary report on the fatal Piper PA-28 crash in Hamilton County, New York. The report indicates the pilot, Bernard Borowski, was a student pilot on a solo cross-country flight and was not rated for instrument flying. Shortly before the crash, which also killed passenger Rosemarie Earl, the aircraft entered instrument meteorological conditions. Flight data suggests the plane experienced an aerodynamic stall and spin before descending rapidly. The wreckage was located near Piseco Lake after a search.
