India Re-evaluates Controversial Cabotage Rules for Coastal Shipping
India's government is reviewing its 2018 policy that relaxed cabotage rules for coastal shipping. This liberalization allowed foreign-flagged vessels to carry cargo between Indian ports, a move intended to boost transhipment and lower logistics costs. However, domestic operators, represented by the Indian National Shipowners’ Association, argue the policy has failed and has instead disadvantaged the local fleet. They claim it gives an unfair edge to foreign lines and competing transhipment hubs like Colombo. In response to this industry pressure, the Directorate General of Shipping has initiated stakeholder consultations to reconsider the framework.
