A central change is the removal of the €150 VAT de minimis threshold, which will subject all imported goods to duties and formal customs declarations. This new requirement, along with the phased introduction of the Import Control System 2 (ICS2), will increase the data and compliance burden for low-value shipments that dominate air freight.
